Doesn't sound too unreasonable to me. I think you're a little bit light on the labour (£40 would only pay for about 30 minutes, these days) and a bit high on the CV boot.
It would help to know what car you're running, though. If you've got a Porsche 911 with ceramic brakes, you'd need to add a zero on the end of that quote, then multiply it by 5.
You always have the option of doing the work yourself, if you think you're being overcharged, though...
My biggest worry would be the 45% brake imbalance. Unless the pads were absolutely and uttery f
ked, I be quite surprised if worn pads on their own resulted in that sort of imbalance without some other, underlying problem.

According to his profile I'd hazard a guess it's a Mk4 Fiesta. 
I'd agree £150 is not too bad for the above. Of course if you can and are prepared to do the work yourself it can be done cheaper - but given the brake imbalance (stuck calliper?) it might be a bit of a cr*p shoot. If their quote's firm I'd be inclined to have them take the risk that it might take a little longer than expected.
