If the staff have met these targets they are entitled to the bonus. I may agree that the targets were inappropriately set but they should be paid if reached.

Didn't you undesrtand that's what all of these "stimulus packages" are designed to do..? Allow everyone, included those people mortgaged to the hilt at 5x their salaries, to carry on as they were. These 'packages' are going to do more harm than good for sure!
OK lets put it this way, some of the banks are now owned by the public so with this in mind. If your local council workers were to get a bonus for doing their job well (like they should do anyway as its their job) would you be happy for them to get 10k bonus' from your tax? Of course you wouldnt you would say "that would pay for a policeman" or "what about the crap roads".......
Let's change the tune, from bash the banks for at least a day can we?
I think we need to get a little prespective here, yes I agree that no one should be earning millions in bonuses. But how many people in the bank are are at that level, there are 170,000 workers in RBS and would imagine for the majority of the workers the average basic wage is actually pretty low when compared to say the average government employee.
Why should the people in your local branch, who may well have performed very throughout the year suffer?
These are the people that are paid a low basic, with bonuses there to top it up based on performanc - there performance - not the banks.
It does make me laugh to hear how everyone at RBS earns millions, I have a friend who is the manager of a fairly large branch and earns £22k for his trouble. He doesn't get any overtime - unlike the local council workers. Instead, he relays on the good performance of his branch to increase his salary.
This is purely a PR stunt by Prescott, if we are going to look at who is getting paid too much for the work they do and the performance of the persons employer, perhaps we should make him the first test subject. - FAIL
Strip away the write downs, and provisions for bad debt (to cover poor lending, by a small few - although in large amounts) and you have a good business. It WILL return to profit next year and it WILL repay the tax payer in due course - lets not forget that they are not borrowing the money for free
Let's also not forget the amount of tax RBS and the likes have paid in the last ten years. Or that if any bonuses are paid, tax will be paid to Brown and crew and some of this money will be spent and pushed back into the economy.

Same old crap from the proles...................
What about the fact that while the private sector is shedding jobs, cutting down on expenses, travelling economy and losing pension entitlements the public sector/civil servants are......
Keeping their final salary pensions (that we all have to pay for, current estimate is £1 trillion liability!)
Ever increasing department headcounts
Continued payrises
Continuing to travel first class and junkets etc (I see them on the train down to London all the time)
This is the real injustice................

Because without the govt bail-out they would have lost their jobs and bonuses anyway, they should have all be re-contracted.I am guessing you want the money back from RBS asap? To do this they need to make money, do make money they need good staff, to get good staff you need to pay a fair wage. Surely incentivising them to make the bank money makes sense?
