Although it is questionable that he actually did it.

No. I was trying to be funny/observant/neither - but i haven't heard his name mentioned in years, then twice in the same year (here and said film).

If you genuinely had never heard of him, I wouldn't try to pretend to ignorance for the sake of a joke.

He was a sure fire bet for good quotes. "There is noothing as certain as death and taxes" was another one of his - although he may have been inspired by a broadly similar quote atributed to Daniel Defoe.

I think he poured oil on troubled waters, literally, in the Lake District with William Brownrigg IIRC.

Either way, his sentiments with this:

should be tattooed on Gordon Brown's forehead.

As a reputed member of the Hellfire Club, he was clearly a PH'er of his day. Possibly their equivalent of Flemke. Two of my favourite quotes were also attributed to him, but have since been pretty much attributed to other people.
The first is "For evil to triumph, it is only necessary for good men to do nothing". The second is "It is not how you fall down that counts, but the manner in which you pick yourself up". They really >should< have been his.
