but I agree the PH way is much more fun. It's for adjusting your spark plug gaps...
It's for various non-insulated terminals like (but not limited to) this.

As mentioned, google the part number as some are terminal specific, but that does look like the generic ones we use in work.
Be careful using it as the terminals only go in one way:
The cable side is the larger of the two crimp anvils as it crimps the terminal, the insulation and the conductor.
The terminal end side is smaller as it only crimps the terminal and the conductor.

We use these at work too, but some of ours are used for insulated terminals, be they bullets,rings,bootlaces and forks!
