What the hell are they doing with a retired cruise ship?

According to Wikipedia " She will now be refurbished and berthed permanently at the Palm Jumeirah from 2012 as a "a luxury floating hotel, retail, museum and entertainment destination"

and it goes on to say that on 18 June 2007 it was announced that the ship had been purchased by the Dubai investment company Istithmar for $100 million.

So maybe nakheel don't own it any more?

Both Nakheel and Istithmar World are managed by Dubai World - An investment company (of which Sheikh Mo is the majority stakeholder).

Wiki said:
Dubai World made headlines in March 2008 after its chairman, Sultan Ahmed bin Sulayem, threatened to take the fund's money out of Europe if the European Union tried to regulate his activities.[1] As mentioned, Dubai World's threats came shortly after the EU attempted to lay out "a set of principles for transparency, predictability and accountability" for Sovereign Wealth Funds
