What to do when a NIP has been received?

I have received a NIP today (14th) stating that I was flashed on 29th Jan. My queries are as follows;
1) The notification is over 14 days after the
offence, does this have any bearing. The car is
leased so I presume there was a delay there?
2) It does not say how to obtain a picture? Should I
ask for one?
3) If someone else was driving the car (but I was a
passenger) that has since immigrated surely they
have to take proceedings against them?

So very close, yet so far away. The fact it is leased, is why it took so long. And thus you have a ticket to deal with.
If someone else was driving, put their details in. Unless they were not insured, in which case you will get into even more trouble for "allowing to drive without insurance".
Why were you speeding? would you have a good reason to be speeding? I mean VERY good reason?
You could play the ECHR game, and refuse to supply details... check this web site for more info. There's loads of it around.

If you tell them the other person was driving 9 times out of ten they just drop it. They have done it enough in the past to know that it may not always be worth the stamp. But in any case the other person won't get in the shit as fines (points) in this country cannot have any bearing on them abroad, not even Euro countries. So all he will have to do is pay the fine (which you can do) and everyone is happy. It always helps if he responds to the letter if it does arrive as it proves you are not lying about the driver abroad (sometimes if they cannot trace a driver they will prosecute you). Then he (or you) can just pay the fine. If you say you were driving you are most likely to get fine and points. They will screw you, be sure of that.
