Man up a crane ... another scam from Livingstone?

Heard on the radio this morning, warnings that Tower Bridge was *still* closed because someone is protesting by having climbed a crane. Can't work out why the bridge has to be closed for three or four days though ... in the US they'd have shot him by now in order to keep the road open!
The traffic reporter (Russ Kane) warned that the posted diversion would cause one to enter the London Congestion Charging Zone. Maybe this is another scam by Livingstone to con money from motorists.
Don't use the area myself, so don't know the full SP, but I'm sure someone here will.
