I went to start my 90 se and it wont turn and it dings 9 times after you try whats my problem?

Have you ruled out a dead battery? Try jumping the battery or charging it. Has the car sat a long time for the battery to go down?

i put a jumper pack on it and i still wont turn at all
but i have found it starts some of the time but not all

Do you have power to your other systems? If so, I would start by rebooting the ECU. Pull the fuse and wait about 5 minutes before re-installing. After that you'll need to start eliminating other potential problems such as a bad ignition switch, bad connections at the ECU etc.

Check your ground straps.

All of the ground points in and around engine bay.

Could be a bad starter solenoid. Not sure if the lotus has it mounted to the starter but you can hit the starter with a hammer on the case as hard as you can and see if you get it to start. If it does it is the solenoid. Get a rebuilt one or take yours in for repair.
