Paint on UPVC windows

I have brown UPVC windows around the house.
On one, there are "old" unsightly paint/plaster splashes.
Don't really want to use paint stripper on them - can anyone suggest
a better way of removing it?

Use some stiff plastic to chissle it off?

For emulsion: plastic scoring pad, soap and water.

For anything else: white spirit, plastic scouring pad.

Something with similar properties to a credit card. Then polish up the upvc with some sort of resin type affair to remove any blemishes?

The plaster should lift off easily if you give it a thorough soaking in water beforehand.
