I have a photo of a building that were taken using a wide angle lens and the top of the building is narrower than the bottom. Is there anyway of stretching the top of photo in Adobe PS 4.0 LE so that I can re-crop it so the sides of the building look straight.

Ta (Think the answere is probably no)

Yes, Use the lasso to get a selection and then the free transform tool to stretch the bottom, or squeeze the top which ever you prefer, and then just remains to sort the background out

Perhaps easier:
Select all
View - Show Grid
Image - Transform - Perspective

Pull the corner boxes until the verticals are vertical, referenced to the grid.
