Calling the experts - Paint Damage

I've got a paint problem with my car, and need a spot of advice please.
On Friday I parked in the underground car park at Euston Station, in a bay with a sign reading 'lime secretions, park at own risk'. Being in a bit of a hurry, I didn't see the sign until I returned 15 hours later.
What's happened is that water is seeping through the roof of the car park, and bringing concrete (I think) deposits down with it.
These have dripped onto my car, effectively leaving the beginning of Stalegmites on the roof and bonnet.
Unfortunately, the deposits have hardened, and are proving very difficult to remove.
I've tried T-Cut on one of them, which had a bit of success, although there's still a significant mark on the clear coat.
On the others, I managed to remove a large amount of the deposits by carefully scraping with a credit card (I know!), although there are still deposits that won't shift. I'm not too worried about leaving light scratches on the paint, since I can deal with those later, somehow.
Does anyone know whether or not a Clay Bar would help? These deposits are pretty well bonded to the paintwork now.
Any advice/suggestions would be appreciated. It's only a workaday car, so it's not the end of the world, although the bodywork was in pretty good condition prior to this.
