Are police cars softer?

A story from about a year ago.
I was pulled over for exceeding the speed limit(doing 55-60) in a 50mph limit. Police officer rambles on about the roads are wet and it's not safe to do this kind of driving as the roads are slippery after the dry summer blah blah blah(it'd been raining consistantly for about a month). Two days later, same road, same conditions I get overtaken by a police car doing at least 60.
Is it therefore safe to assume that it's safer to be hit by a police car?

North Wales Police (renowned for being harsh with speeders), advanced driving tuition for police officers. Recorded doing 115 mph on a clear, but damp road, in an unmarked, white Vauxhall Omega. No lights, no siren.
Now, forgive me for being synical, but how is a normal member of the public supposed to know that this is a Police car, with an officer being trained ?

I recall being past by 3 unmarked Omegas making progress.

Everytime I see these programs I'm thinking "Why are the police trying to safeguard the life of the idiot running".
Blue lights come on, you have 30 seconds to stop. After that they will park a range rover in the side of your car, and if it hurts, tough.
