Looks to me like at the time of entering the contest, he thought he had a PhD in place which would have made him eligable. The PhD funding couldn't be found, and he then took up the job. He & the team will definitely have known he was no longer eligable. They were winging it IMO. Still a pretty brutal ruling, but rules is rules
