The insurance industry has jumped on the govt bandwagon and is milking the system by overcharging for renewal premiums in just as moral a way as the 'partnerships'. One set of parasites breeds others.
But when they ask you to declare points etc if you have an accident, how do they know whther you have declared the correct number of points or not ? They same as you and I have no access to the DVLA records on individuals. I assume they send round an assesor and one of the items in his tick box is 'lets see yer licence ?'
So if you unfortunately mislay your now clean licence and cough up £17 for a replacement .....well thats what lots of us do. If you subsequently rack up a few brushes with the Tallivans then your replacement licence gets defaced a bit by DVLA. But since you are so forgetful you might keep it quiet when renewing your insurance. But you never know, you just might find that mislaid one should you need to show a clean one to somebody in the future.

Richard, why do you assume they have no access to your driving record? I would also beware making false declarations, there are other ways of finding out about your driving record, such as court records in the public domain, newspaper reports etc. You lie and the insurance company finds out, you lose big-time, fraud springs to mind for starters.
