Removing Rust

Hi there, I have some rust on the back wheel arche of the car, I've took a Gander at it and it appears to be surface rust, so if I go to the shops and get myself a wire brush to remove most of the rust, some of that stuff that makes the rust go black, and then Prime it, Spray it, and lacqier (Spelling). Will that fix it?

I'll remove the wheel and take a few pics, then work out how to post them .
