Mods, a dormant username question?

Hi mods, is there any rule anywhere that states after a certain amount of time of an account lying dormant, it can be relocated to someone else? T
There is a usermane that i would really like, i have checked back and it was last used over 3 years ago, is this possible or not?

We will be doing a little clear up at some point this week, so keep an eye on website feedback but if the loginname you want to use has ever posted then I wouldn't get your hopes up.
