Is this crack repairable?

Dear all,
After a short lived epoch of elation after a great front end respray, some throughly vile individual has bumped their car into mine, and of course not said a thing.
Below is the damage created by the foul creature of debauchery. It is about the size of a 50p pence, its just next to the tow hook cover.
My question is, can this be repaired by taking the paint back or does it need a bumper off job to have it filled from behind (ooo errr...) to remove the cracks?
Not the best pictures in the world but hopefully you get the idea.

Repairable with the bumper in place. Either hot weld or cold weld.
Unless the bumper has cracked there because that's where the support bracket is, and the bumper is now out of alignment and stretched over the bracket, in which case it would need re-seating before the damaged paint can be ground off, the cracks welded together and it be refinished.
