No its not the 'hidden insigns myth' again - apparently the Police contacted Wave 105 and said that was crap.

From www.speedcamerasuk.com/

Fareham - M27
Three speed cameras located on the bridge eastbound at junction 10 of M27.

Nearest Town/village: Fareham
Road Name: M27
Direction of Camera: Eastbound - Junction 10
Speed Enforcement: 70 mph

Further Details: Three speed cameras located on the bridge eastbound at junction 10, these are not speed cameras in the true sense but are used to work out vehicle average speed , they are connected to the DVLA and the Traffic police use mobile units and compare against previous information received from the cameras.

So ...it seems they are but they aren't.

From the Highways Agency, "Road users will benefit from better information at the roadside as a result of a motorway communications scheme which gets under way on the M27 next week, on Monday 17 February 2003.

The scheme, which covers the motorway from Junction 8 to Junction 12, between Southampton and Portsmouth, includes the installation of 19 overhead Motorway Signal Mark 3 (MS3) variable message signs to warn road users of incidents and tell them about the conditions on the road ahead.

The hi-tech communications system, MIDAS (Motorway Incident Detection System) will count the number of vehicles using the road, measure the traffic flow, and inform drivers of delays via the overhead signs, helping to reduce accidents, delays and driver stress.

CCTV cameras are also being installed along the route to help the emergency services manage incidents on the motorway and get traffic moving again. New emergency telephones, with improved sound quality, are also being installed at the roadside.

The new MS3 signs will be operated by Hampshire Police, from their Netley Control Room."

This is the same system as installed on the M4 either side of J13/A34. No SPECS cameras are installed in this system.

E mail doing the rounds, same bollocks as the M4 one :-

Just received this information, which I thought might be of use to you....
The new electronic signs on the M27 were switched on by some transport minister on Tuesday 4th Nov. They are rigged with the SPECS speed cameras.
SPECS is a camera based system. As you go past a camera software detects and reads your number plate. When you go past the next camera, it detects and reads your number plate again. It knows how far apart the cameras are so it can work out your average speed between the two cameras. The system is fully automatic and will automatically issue a ticket without any form of human intervention. It does this for every single vehicle that passes a camera!
You will not know you've been nicked as the cameras don't flash. There's no film in them either, they're digital. Images of you in your car, together with the date and time are stored on disc (I assume they only keep them if you've been nicked). It works 24/7, 365 days a year, and theoretically, there's absolutely no limit on the number of tickets that it can issue. The whole section of the M27 between Fareham (junc 11) and Rownham Services (between junctions 2 and 3) is wired, both ways. It is believed that the system is set to trigger a ticket at 78 mph.
The bad news gets even worse. For those who've got radar detectors, they won't work. SPECS is entirely passive, there's no radar or laser beam to pick up.

This from Speed Check Services, the lovely people who develop SPECS :-

I can confirm that there are no SPECS cameras on the M27 or the M4.

Speed Cameras are only used on motorways when there are roadworks to ensure the safety of the workmen & passing motorists. If speed cameras are being used on roadworks on the motorways there will be warning signs starting about 1 mile from the start of the section under enforcement.

On another note the SPECS digital violations are always checked by a Police officer to confirm that the registration number of the vehicle has been read correctly by the digital average speed camera.

I hope this helps
