Cool running W210

My 2000 W210 E320 CDI runs at 60c all the time. I have noticed the viscous fan runs all the time and one of the two electric fans is spinning but not very fast. What is wrong? Presumably the fan is making the engine run too cool. How do I fix it? Thanks.

The fan running all the time would make no difference to the temperature in this case, as the thermostat would close at around 85C.

I would suggest your thermostat is toast.
