Bit of rot, structural?

Evening all. have quite a large chunk or rot in the circled area (not my car in the pic), mostly on the arch itself, however a little of the inner arch is rotten aswell.

Now the car is an absolute beater and I plan to bodge it by just cutting the offending rust out, fill it with expanding foam, little filler and a flick of primer, just so when the m.o.t comes around theres no sharp edges etc.

My question really is, is the area likely to be structural at all? if it is I would obviously get a plate welded in.

that area could be close to a seatbelt anchorage.

iirc if corrosion is within 30 cms of a seatbelt anchorage its an mot fail

Wouldnt be within 30cm of seatbelt mounting, will probably be within 30cm of the sill though.
