Purely on the grounds of what is in that article, I feel rather sorry for the police. If someone in a position of some expertise tells you not to worry about looking for someone hit by a train because their sensors haven't shown up any collisions, then you'd probably quite reasonably not go looking for someone hit by a train, yet they still get the complaint against them upheld?
