Since a "friend of mine" and his mate driving my his other car thought they might have transgressed a speed limit in front of a scamera van. But I he hasn't received either of the NIPs that might have been coming myhis way

I must admit that I too flew past a scamera van on the A4 awhile back and nothing made it's way to my door...

Nope - very wrong. All the BiB have to show is that it was served within 14 days. If there is a delay in the post then tough for the recipient.
