Does the car also seem to hold on to revs when for example you put the car in neutral and coast to a stop? If so, I had a similar problem on my focus petrol and the fault was caused by a sticking idle control valve. This is quite common on the petrol engined foci but I'm not sure if it affects diesels too.
In either case, it was cheap and easy to sort out - just remove the idle control valve and give it a long soak in some carb cleaner to remove any built up residue or gunge and it worked fine for me after that.
