Shopping Vouchers

I've just checked the PH Naming and Shaming rules, so I'll be careful not to identify the manufacturer here.
On January 10th we had a car serviced on the promise of some shopping vouchers from the manufacturer.
They have not yet arrived.
Last month and again today, they are blaming a shortage of vouchers, and asking us to wait another 21 days.
I'm not owed a huge sum of money, but just how widespread is this ?

What low-end manufacturer offers shopping vouchers in return for letting them service your car?!
