ANPR around Norwich?

Up in Norwich on Saturday for the football, and there was a white transit van with cameras poking out of it sat next to the A11 just before the junction with the A47. Had a little sign propped up next to it with something about crime reduction, although not sure how they expect anyone to read it whlist driving along an NSL dual carriageway. Anyway, getting to the point, anyone know if the safety partnership was out and about on Saturday, or was this more likely to be an ANPR setup? It was a totally unmarked white transit, so I'm guessing ANPR. Didn't see any other police in evidence, although there was a traffic car lurking on the roundabout later in the evening when I was going home.

Caused a fair bit of panic braking, whatever it was.

May I add a big YOU 'ORNS! for good measure.

What time was that? I was down there about 9a.m and 7p.m and didn't see it. Chances are I was speeding, so should I expect a nip in the post?

About 11am - pretty sure it was ANPR. Also pretty sure I was legal at the time, but just wondered if anyone knew for sure what it was.
