No, not if you are thinking of a scratch built replica. Someone somewhere will probobly sell you a kit of Porsche parts to turn a 993 into an 993 RS, probobly for about £50k....
There is an 80's Porsche 911 lookalike kit from a few years back called a Covin, with a bit of ingenuity you may be able to make it look like an RS, but it will still drive like an old Beetle.
