what is the best method other than using cable ties

cable ties = no need to drill holes.

Drill holes = inlet for moisture = possibility of internal rust.

you can buy clips on sticky pads. IME they don't stick very well, for very long.

For hose (rather than pipe) make sure you don't do them up tight enough to squash the hose.
