Take away curry that smells of faeces....

Just ordered a take away curry for the first time in about 2 years.
Mine was fine, smelt, looked and tasted good.
My wife order a prawn thingy and I kid you not, it smelt of $hit!!!
I've rang back and complained and the guy apologised and is sending a refund round, I'm not sure it will appear though.
If it doesn't I will be paying them a visit tomorrow.
Thing is, they just shouldn't be allowed to sell foul smelling food, it's bloody dangerous. I've kept the dish to hand back to the shop and also kept a small sample. But where do I take it to air my grievance? I'm all in favour of small independent business but $hit flavoured curry is taking the pi$$ and I reckon they need a visit; but I don't know who to approach. Is it my local council or the food standards agency or someone else?
Oh and no she didn't eat it and yes I did eat mine, it was 9pm, I was fvcking starving and we have a slice of mouldy bread and some breast milk in the fridge. Mine tasted OK, not the best curry by a long shot mind.

Dunno I've never tasted $hit, not on purpose anyway. I've not tasted breast milk either, on purpose anyway 
4 week old baby btw, hence the breast milk.
I'm going to ring the council on monday. Going to stick my vindapoo sample in the freezer.

t but once had 4 steaks come out of pub kitchen that did.
Suffice to say that all 4 were VERY off and they had cooked and sent them out.
You could smell it before the food hit the table, quite how no-one else smelt it I don't know. The trouble is you're really not hungry after that....
