Reckon you will be a tad over 
A decat with standard cans will pass fine - can you beg or borow a set ? I kept my standard cans for just such things as they only take seconds to swap.
Alternatively you could try to just rev it slowly to under 4k rpm (and blag that it redlines at under 6k) avoiding any pops or bangs....

there is no legal road limit.
tracks vary ~94db to 105db.
every TVR is individual and will make a different value.
the loudness of mine is more dependant on throttle position rather than road speed / gear.
think mine made 96db stationary at 1m & 3000rpm
i'm assuming the drive by is a microphone at the edge of the track whilst you drive around.... hoon it round the track then coast past on the pit straight

There is a thread on TVRCC which compares lots of different TVRs and various exhaust combinations.
I actually saw a decatted and CCC Tuscan make a small child cry.
I reckon you will be pushing it. For the sake of a wasted track day I would get it checked before you go.
I must do Anglesey - I go there all the time but can never get 'permission' from o/h to spend a day on the track!

Mine de-catted with carbon cans from cold was off the scale, couldn't even get a reading at Goodwood. The marshalls told me to go for a drive and warm it up as it can reduce the levels. I did and they re-tested, was right on the 105 limit then it backfired and obviously blanked off the scale again...
That said the marshalls want you to get out and have a good day, it may be that you just have to go a bit more gently on the loud pedal and keep an eye on hte marshalls for when they are sound sampling. Easy to spot as you can see them holding the meter in the air!
