Why cant people tell proper lies anymore?

Stopped a Mini Cab driver (i say this in the loosest of terms by the way).
He produced to me an Insurance Certificate which was all fine and dandy until i got to the 'Limitations and Use' section which to my amusement read, 'For Higher and Award use'.
This did make me laugh but obviously there is a serious side to all this isnt there?
Edited because i used the phrase 'Taxi driver' instead of Miniscab!

luckily most common criminals seem to be rather lacking in the IQ department. Hence they are reasonably easy to catch.
though i have to wonder, how many criminals are actually pretty smart and therefore avoid capture and the punishment they deserve
