M - Seat belt mounting points

I currently have a harness on the drive and 3 pt static passenger belt.
The Harness goes to the chassis but the static belt appears to be fastened thro' the wheelarch with just a small spreader plate.
What do the recoil belts fasten to? Is it just spreader plates or do they get back to the chassis?

Car originally had static belts at customer request.

In my '75, the inertia reel type (Britax?) connected (indirectly) to the chassis at the wheelwell. I seem to remember a steel 3/16" strap that conforms to the inside of the wheelwell.
