Steering Issue

Wonder if anyone can help me.

Got an issue with my steering at the moment, basically it's not returning to center, I have to pull it back to center.

Also with the engine off (and therefore the PAS off) and with the front wheels raised, it is very very difficult to turn the roadwheels left or right (I have been told that it should be light)

Maybe something is tight in the steering? Any ideas what it could be? Also when going around a corner the steering can go a bit light.

Very strange problem.

What have you checked ??

PS fluid, drive belt, pump,pipes, anything ??
