Two tiers refers to technical regs not budget. Thats how I see it anyway.

Ah but the current debate is about 2 types of budget to go with the 2 types of tech regs.

There were two tiers back in 1987 when there was a separate championship for non-turbo cars, known as the Jim Clark Trophy (drivers) and the Colin Chapman Trophy (constructors).

So, who remembers the winning driver? No one. No one gives a s**t. Here's a clue... they won with 7 championship points, compared to Nelson Piquet with 73 points and that's why a two tier championship will be crap.

It was Jonathan Palmer in a Tyrrell.

But the budget is not the restriction Ferrari dislike. It is the restriction on technical regs making opting for the unlimited budget 'tier' pointless because the car will be so slow.

A cynic might say that, for many years, there were two sets of technical regs. I myself could not comment.
