headlight flash

is there a requirement in the SVA/IVA to be able to flash your headlights? the reason i ask is because i,am having a complete ballache trying to get my headlights to flash.i,am building a mirage countach replica, all the lights work as they should along with the lift motors the trouble starts when i try to wire the flash operation, ican get the dipped headlights to flash along with the motors but not the high beam, when i wire it so the high beam works as well i can,t turn it off in other words it stays on with the dipped beam when the high beam is switched off on the stalk, i could wire it so that my front fogs flash but thats not really what it should be like and i don,t know if that would pass the test anyway any help would be much apprecited!
