I can tell you that's completely inaccurate.
There were 120+ cars on the Rally this year, I'm not sure what you mean by 'official' but I'm going to make an assumption, in which case I would estimate that about 85% of the cars on the grid were 'ordinary, privately funded, non-celeb' entrants.

Heard from a member of the public who went to the start who assumed that there were only a handfull of participants cars 'stickered up'. Lots of stickers being handed out to non-participants. Why is there no mention on The Gumball website of numbers of official participants? I realise that they can't be seen to have a poor attendance but that can only be expected after the credit crunch and the deaths of two people on the previous run.

Having put all the work in actually at the branding station, and the Viceroy Hotel, and the parking lot (grrrr) next to the pier that we left from, I can tell you that there genuinely were 120+ cars genuinely on the rally and the only cars I'm aware of being branded after LA were late joiners, a Ford GT in Santa Fe for example, and a Chrysler 300 that was a replacement for a broken down 70's muscle car.
