Future Rust Prevention

Hi there,
I am wanting to give the car a going over this summer and that includes treatment to prevent future and minor cosmetic rust underneath/in wheelarches.
My plan is to remove arch liners and give everything a really good clean then get in there with some suitable coloured hammerite. What I want to know is does hammerite require a metal surface to hold on to or will it also stick fine to existing paint (as long as totally clean)? Don't want it all flaking off. I wanted to fully brush each wheelarch and then waxoyl or similar.
