Just went to start my 206 this morning and it stalled straight away. now it starts but is chugging like a tractor and coughing out smoke from the exhaust.
Even slightly touching the gas the engine makes horrible tappets..
i know its most likely something internal and will likely be knackered but can anyone shed abit of light as im currious to what and how much its going to lighten my wallet.

oils fine yer and the dip stick is nornal..... the mystery deepens as it started fine now iv just tried and the tappets have gone.. however i took it for a spin round the carpark and the revs are dropping unusually bellow idal when changing gear making the engine try and stall. However it doesnt stall...

I guess the garage want several hundred £££ to change the ECU and calibrate it? As it has run okay since you first had the fault, is sounds to me like it should be quite posible to dry the ECU out, seal it and replace. If they insist the old ECU really is dead, look at the price of a reconditioned one. they are MUCH cheaper.
There are different types of pcb cleaner, in as much as some will melt flux, pcb waterproofing laquer and some plastics, and the ordinary isopropyl alcohol (IPA) cleaner which will safely remove water.
Its definately worth cleaning it out and giving it a flush with IPA. Had a lot of success with this on 'accidently' immersed medical electronics.
