What are the ad' campaign that are really really crap? Not just TV but any ad' campaign that you just see and think: "Why? Why would anyone think this is a good idea?"
First up I'm going to nominate Michelins godawful 'Show me the logo' campaign, what the f
k? The most poorly made adverts with a stupid slogan that nobody cared about.
Next the retarded Peugeot 'Drive Sexy' bulls

When you see how many of those monstrous Renaults are on the road, it's clear that an annoying advert with matching song will sell ugly cars to stupid people.

That bloody TV ad with the odd cardboard head fella from the '80s who starts shouting to another of his oddly fibrous faced friends. First time I thought it was some sort of surreal swedish dentist film or something.

Ergo these Michelin and Peugeot advertisements are the exact opposite of what you think. They have succeeded.
Being incongruous is a great tool for advertisers to use to get your attention. In these cases it has worked.

You forgot to mention the social psychology, usually constructed around aspirational references pertinent to their targeted demographic. Those not belonging to that demongraphic are likely to either hate/or not understand the appeal of the campaign.
