ok so it's not a good time at the moment for anyone but lets say a friend has had nearly a half of his holiday entitlement stopped to help the business. A small price for keeping your job but it's not across the company and I really think my friend would have liked to spend those days with his kids rather than having to pay a child minder now during the summer holidays. It's not been written, just the holiday log modified to show it and a thinly veiled threat about making it easier if it wasn't accepted.

Your friend is legally entitled to 28 days annual leave per year (this can include bank holidays). An employer must give this as a minimum and is not allowed to pay it in lieu.
Unless your friend has a massive holiday entitlement, meaning they still have 28 days after the reduction, then the employer is breaking the law here.
A reduction in working time is the correct way to implment this change to save money for the employer. Even then, this needs to be mutually agreed.
Your friend needs to put a written letter to their employer objecting to the reduction in leave and inform the employer of the leave entitlement. Also, check the ACAS web site for further advice and tell your mate to give them a call.

Due to the current climate, some employers are asking employees to take a reduction in working hours and pay as a way to avoid redundancies. It is fairly unusual and normally employees would tell the employer to stuff off. However, things are genuinely bad for some companies and employees and unions are trying to work with the employer to keep jobs and keep the company afloat.
Reducing holidays is a very unusual method of getting through the current climate, and makes it seem as though the employer in this instance is not suffering a lack of work as they want employees to work more than usual for essentially less pay. If you were working 232 shifts per year for say £15k per year, and you are now working 242 shifts per year because your time off has reduced, then you are working more hours for less pay. That sucks and the employer is taking the mick.
The objection needs to be put in writing immediately. If an employee continues to work under a change of condition, whether agreed in writing or not, then they are deemed to have accepted the change. Raise a written grievance....now!!
