If I bought a watch with a scratched face, would any standard jewellers be able to replace the glass face?

And if the metal on the face of the watch had 'peeled', for want of a better expression, to reveal the yellowy lacquer underneath, is there anything that can be done about this? Or is it an expensive fix to get it done nicely?
