Ah, I get it now. Thought this was a June 09 thread, but it's an 08 thread.

I see I can give it new life by clicking Reply, but if I click to quote a post, it come up with the No Permission flag.

If you click reply, resurrect the thread into a live forum but don't type any text it'll just move it. Then you can quote it
