have you got any anti-freeze in their?
9times out of 10 its a blue colour but i have come across orange and green.
if their is none in their get some in quick!
not only does it stop the water freezing it helps with cooling and acts as an inhibitor for corrosion inside the water galleries inside engine and hoses.

The use of plain water generates the rust, it does not only disturb circulation and function of coolant in the radiator but also it makes the radiator, respirator tank, and the tube filthy, and corrodes radiator.
You don’t have to replace the radiator if it has no leakage. You only need to change the plain water with the proper radiator coolant or distilled water. It applies for any type of car.

You need to clean the engine out with a product like GE Ferroquest FQ7101. After you use that you then remove all contaminants from the block, heads & radiator. Fill up with the recommended VW coolant. That will contain antifreeze with a corrosion inhibitor - probably an organic acid based inhibitor.
Do not skimp or compromise on the mixing ratio, or the cleaning process. If you do you will end up needing to repeat the cleaning - assuming your engine doesn't have cooling problems in the meantime.
