Steering Column - Should there be a bush at the bottom?

As well as my wheel bearings my steering column has a lot of movement at the bottom. Its a 1990 car and i remember putting in a new piece of felt a few years ago now but it feels like it needs a nylon bush right at the bottom of the column. Should there be anything there?
