Signing off on building?

I have been told I need a chartered architect to sign off on a recently refurbished building to the local council so I am able to then rent it out, is this true and does £500 + VAT sound reasonable for said architect to come and have a look at it and say its OK? The building inspector has been and said it is all fine.

As far as I am aware if it has been signed off by the council then that is it you don't need anything else.
