M25 Lap Record

At Le Mans somebody told me there was a skyline that did a lap of the M25 in 43 mins with an average speed of 165mph. A couple of years ago I remember seeing something on Tv (panorama maybe?)about cars acheiving 200mph on this road in the early hours of the morning. Is there any sort of story about a lap record of the M25?
