M6 Toll road

Listening to all the media stuff on the M6 toll road and a few thoughts popped into my head.
Is the new Toll road a private road?
If it is does, that mean no speed limits?
Is is policed?
Probably no,no,yes but just curious!

Answer to 2 is it is part of the motorway system and therefore subject to the same rules, regulations and laws.

Oh well so much for the £3 drag strip!

Knowing the government, they will have forgotten some important legislation that leaves loop holes open and makes the limits unenforceable.

Can't wait for the test cases.
