We would end up with 5 tier series.
Tier 1. The best current spec
Tier 2. The best spec from the 90's
Tier 3. The best spec from the 80's
Tier 4. The best spec from the 70's
Tier 5. Cars with bodywork so they could "bump and spin"
We would also make donuts/burnouts compulsory with a bonus championship point for the best smokey.
Half a point for each overtake and Half for each pitlane incident including running over your pit crew, leaving the fuel nozzle attached while exiting pitlane etc.
We would force each driver to compete in every tier at least twice.
We would bring some old drivers out of retirement so they can prove that they are far more skilled than the current crop.
Murray Walker would commentate and "The Chain" would be played on a loop for the entire duration of the race.

Positions 1 to 8 score points as today +
1 point for fastest race lap
1 bonus point for every race that engine has already done
Would add a few jokers such as '25+ points for a win if you make an engine last all season, or even 11 points for fastest race lap if the engine has done 10 races.

And have 5 points for pole and the cars would be allowed to add nitros for qualifying and special extra wide chewing gum sticky slicks.
I'd also have the race day broken into two races - 40 lapper (or equivalent distance) with start positions as per qualifying and then a second 20 lapper sprint with the grid in reverse order of the first race. Would be awesome viewing!

I would say spend whatever the hell they like, bring back tobacco sponsorship if only to get the good liveries like the McLaren Marlboro and JPS Lotus back. Allow active suspension, TC, LC, KERS, flexiwings etc, but the big teams have to make them available at low costs to the smaller teams. Keep the dimensions of the cars the same, and no winglets as per 2009 rules, except replace the horridly out of proportion rear wing with the lower, wider wings of before. Driver salaries are capped at £30k a year, but they get £1m for a win, £10k for second, £5k for 3rd, nothing after that except points. That'll make them overtake. And deduct £5m every time they say "for sure". Bring back Friday qualifying, pre qualifying (open floodgates for many other teams). Don't care what engine you use as long as it's under 1500bhp (1.5l V6 turbo anyone?), ground effects etc allowed.
And as an added deterrant, anyone using the phrase "for sure" will have to have a massive crudely drawn cock, complete with spunk shooting out, on their helmet for the next race.

Brake Bias has nothing to do with the controls on the steering wheel. It is a mechanically operated knob on the bulkhead. If you banned that, you would be promoting accidents and it would go against your "no tyre changes" rule.As for F1:

Steel brake discs will not produce longer braking distances. They are not massively different in performance, only in the weight of the discs and pads. The heat dissapation is better in the carbon/carbon brakes, ie steel discs will stay hotter for longer.

The only restrictions I'd put on it is it must fit in a certain size "box". I might also limit the ammount of "energy" it may consume in the race. Don't care HOW you power it. But no more than XXXXXXX joules or the like.stifler said:

pay all drivers £100k per year retainer. Additional earning made through top 8 places, with a win worth £1m.
Pay teams based on the number of overtakes on the track that have occured ( other than between team mates unless they are battling for the lead.) Pay the teams for the cost of crash repairs, and keep prize monies earned through overtaking if the the driver crashes out whilst trying a move.
take money off teams for each lap a driver is not gaining on the car in front unless in the lead.
Pay teams based on the number of overtakes on the track that have occured ( other than between team mates unless they are battling for the lead.) Pay the teams for the cost of crash repairs, and keep prize monies earned through overtaking if the the driver crashes out whilst trying a move.
