Dubious parking ticket

Over 12 months ago, my brother got a ticket on his windscreen, but with the wrong registration on it, so he didn't pay it. Now, after a year has elapsed, he's got a reminder telling him that because he didn't pay within "the discount period" it's gonna cost him extra. At the time the ticket was issued, his identity was unknown, so they've obviously done a DVLA search for all xxx coloured yyy zzzs, and decided that his car is the closest registration match for this unpaid ticket. Now, as the ticket was made out for a car that doesn't even exist, where does he stand?
I think the fact that the reg differs by even a single character means they can't be certain it actually should be him - who's to say it's not wrong by two characters?

Ask them to send him a copy of the original ticket. If they send him a copy, he just sends it back saying - not my registration number mate, do one.

If they say then it was an error, but we know it was your car, reply saying - if you cant write down the correct rfeg., on that basis, how can you be sure you wrote down the correct time? In fact, did your man know what day it was??? LOL
