I think in police interview circles it is known as an 'over assertation of the truth', oft used by liars to get people to believe what they are saying. Because most people wouldn't use such terms, by them using it they think you will take them seriously, when in fact if they are telling the truth, such assertations are not necessary.
Of course some numpties use it all the time to emphasisie a point.
Liar or numpty, you choose.

Good question I've always wondered why they do this because to alot of people it means nothing, i got banned for drink driving twelve years ago(a very stupid thing to do) and when I was in court I was asked to swear on oath (I swear by all mighty god I had no idea how pissed I was because I was so pissed) the next person waiting to go into court after me was an Indian man wearing a turban, as I understand usually a man wearing a turban is a religious man and his religion would not be the religion traditionally followed by the court, for him I would suspect holding or swearing on a copy of the holy bible would be about as relevant as swearing on a copy of the viz magazine.In summary using the phrase I swear is a load of old s
