E39 Air Con Fan not Starting

I've a problem with the air con on my 1999 523i. The conpressor runs fine, but the auxiliary fan is not starting. Can anyone recommend any checks for me please?

I have found and checked 3 of the 4 relevant fuses (!) but can't find fuse 75 - any clues please?

the fuses are clipped to the side of the fuse box, you need to remove the trim below glove box (pull off) and look up towards the windscreen .

It could be a few things, Low on gas (not enough pressure to set the fan away)
blown fuse
Duff fan

Can you spin the fan by hand? If so then I'd guess the wires going to the back of the fan have corroded thru as mine did.
